SPR# OFFI89KL49 - Fix a regression where renaming to a different certifier with a longer or shorter hierarchical name resulted in error "illegal null parameter passed to security function" . For example moving from a certifier /Acme to certifier Sales/Acme. This SPR is similar to BBSZ82YFZ6.
