SPR# ATHS6EMU24 - API programs have bugs where they call NSFDbClose with a stale or invalid handle. This fix validates the handle to see if it is a valid allocated handle. It does not protect against an API program stealing a handle it already released via a previous NSFDbClose, that another accessor owned.
