SPR# OAGU7CQJ76 - $KeepPrivate set does not allow users to print. The fix is if $KeepPrivate is present with a value of "0", then the user may print the document. This regression was introduced in 8.0.1. Please be aware that this feature is only a deterrent and not a true security feature.
