SPR# JCHN7BAKNQ - This fix provides a way for only certain extension manager DLLs to be loaded before the restart recovery
phase of initialization has completed. These will only register the EM_GETPASSWORD hook and
should not make any C API calls from their MainEntryPoint() function.
