SPR# MNAA5K7AT8 - Fixed some cases where non-ASCII characters passed in on url were not being converted properly. It should be noted that the fix still does not allow all non-ascii characters to work when passed in to the url. This regression was introduced in 5.0.10 and fixed in releases 6.5.1and 5.0.13.
