SPR# NBRR8RRK8Y - Enhancement to provide more information on cause of an ADC report being generated. Added additional debugging to show why nsenddiag was or was not launched after a crash. Expands the existing notes.ini debug_crash_processing, which previously only showed debug after senddiag was launched. This debug shows the decision to launch senddiag.exe to perform ADC. Also added DEBUG_CRASH_PROCESSING: to the debugging statements, so they are easily searched in the output.
