This issue was reported to Quality Engineering as SPR# ASCR6FRJDJ and is fixed
in Domino 7.0.1 and 6.5.6.

SPR# ASCR6FRJDJ - With this fix, UpdatedBy will not be referenced for shared
design elements.
The issue is also fixed in Domino 6.5.5 Fix Pack 1 (FP1).
