SPR# CSYL9VBRVE - iCalendar and Notes have different message sequencing mechanisms. The current mapping mechanism does not work consistently in many scenarios. In some scenarios a Notes invitee would get workflow docs that they could not act or or that would not update their version of the meeting to match what the non-Notes chair has. This fix changes the sequencing mechansm so that it works for all scenarios for iCalendar messages that are sent by a GMail meeting owner.
