Excerpt from the Lotus Notes and Domino Release 6.5.5 MR fix list (available at
http://www.ibm.com/developerworks/lotus):

Administration
SPR# DTEI5QVCLY - Fixed a problem where AdminP reported 'Set Password Field has
been performed' even if no change occurred in the person doc.

Refer to the Upgrade Central site for details on upgrading Notes/Domino.

The issue occurs because the administrator that submitted the "Set Password
Fields" request does not have sufficient access to the Domino Directory to
perform that request. To enable password verification for users in Domino 6.x,
you must have at least Editor access to the Domino Directory. In this case,
the person attempting to enable password verification was assigned only
Author access and the UserModifier role.

Supporting Information:
NOTE: The Domino 6.0.x Administrator Help database contains conflicting
information regarding the required level of access to the Domino Directory with
respect to enabling password verification. The topic "Setting up password
verification" states that you must have Author access and the UserModifier
role, while another topic, "Setting up ACLs for the Administration Process"
states that a minimum of Editor access to the Domino Directory is required.

This issue was reported to Quality Engineering as SPR #DTEI5QVD7E and has been
addressed in the Domino 6.5 Help database, in which both topics referenced
above state that Editor access is required to enable password verification for
users.
