SPR# JPMS8ZZJY4 - This fix adds the hidden -E option to fixup to rebuild the unread all user table, and remove bad user names in the named object table for unread named objects. The syntax of the name string is checked to determine if the name is good or bad, and ini can be set to also check if the name is in the ACL.
This adds two ini variables for fixup:
FIXUP_USE_ACL_NAMES_FOR_UNREAD_TABLES
FIXUP_MESSAGE_LIMIT_UNREAD_TABLES
Setting FIXUP_USE_ACL_NAMES_FOR_UNREAD_TABLES=1 will also check to see if the name in the unread
