SPR# HARL5RVAZK - Error indicating that "Check Access for new Replica Creation" failed due to missing server document,
has been fixed. Transaction log checking was attempted. If the "cross domain" server
document could not be found, a comment will be added to the Admin request log to indicate such, but
the request will be allowed to continue normally.

Problem:
This issue was reported to Quality Engineering as SPR #HARL5RVAZK and has been
addressed in Domino releases 6.0.5 and 6.5.4.

As a workaround, create a Server document entry for the other domain's server
