SPR# RRMUCDGGT3 - Server - ID Vault - Added a new Notes.ini - SUPPRESS_IDFILE_BACKUP_LOGMSG - off by default - to allow customer to suppress a debug message printed in log.nsf of the format "ID containing name change for xxx marked for backup" that could occur when renaming an ID Vaulted user.
