SPR# TMGN9LMF2J - Rich Text Control - Provide CKEDITOR namespace API access prior to dijit wrapper construction. Prior to this fix, customization of the CKEDITOR was blocked prior to the dijit wrapper being constructed. The result was JavaScript exceptions and a broken, unusable web page.
