SPR# YXIG6DEN4G - This fix enables the creation of log.nsf with transaction logging turned off when using the Notes.ini parameter "LOG_DisableTXNLogging=1".

Problem:
Beginning with Domino release 7.0.2, the notes.ini parameter
LOG_DisableTXNLogging=1 is available. Setting this parameter to 1 ensures that
transaction logging will be disabled by default when a new log.nsf is created.
