This issue was reported to Quality Engineering as SPR# PMIA652P5A and has been
fixed in release 6.5.4 and 6.0.5.

SPR# PMIA652P5A - This fix prevents an infinite loop in Internet server startup
when SSL is enabled and MANY (hundreds) site documents exist.
In previous releases, the problem is triggered by the total size of all
Internet Site documents, While there is not a specific fixed amount of
documents, the number of documents must be in the hundreds for this problem to
appear. You can work around problem by not using SSL or by reducing the number
of Internet Site documents and responses. More >
